Cleaning and security staff in rural BC health care: registration closes October 7
Registration for the BC PNP Temporary Rural/Remote Health Support Initiative closes at 11:59 pm on October 7, 2026. British Columbia opened the pathway on June 15. It was due to close on August 31, and the province extended it to account for wildfire impacts.
It is an unusual pathway. Its three occupations are TEER 4 and TEER 5, while Canadian Experience Class, the Express Entry program for people already working in Canada, requires experience in TEER 0, 1, 2 or 3. For people in these jobs, routes to permanent residence are few.

That is 93 invitations in two rounds, against a cap of up to 250 nominations. An invitation is not a nomination, but the gap between the two figures shows the pathway is not close to full. The minimum score rose from 50 to 60 between the two rounds.
The requirement that rules out the most people
The program guide requires applicants to be direct employees of the health authority. Anyone working for a contractor that provides services to a health authority is not eligible, even when they do the same job in the same building.
The health authority also has to agree to support the application, and it is not obligated to. Each one runs its own process, and only certain people inside the organization are authorized to sign the employer form. The first step is a conversation with human resources.
Eight health authorities count: Provincial Health Services Authority, First Nations Health Authority, Fraser Health, Interior Health, Island Health, Northern Health, Vancouver Coastal Health and Providence Health Care.
What counts as rural or remote
The guide defines it by exclusion. A work location in one of these three regional districts is not eligible:
- Metro Vancouver Regional District
- Central Okanagan Regional District
- Capital Regional District
There is one exception inside the Capital Regional District: Galiano Island, Mayne Island, Pender Island, Salt Spring Island and Saturna Island do count.
Working for Fraser Health or Vancouver Coastal Health is not enough on its own. What decides it is where the work location is.
The nine months, in detail
- They must be consecutive, full time and with the same health authority, at a rural or remote work location.
- Annual vacation generally counts. Any leave longer than two weeks does not count toward the total.
- Work done on a study permit, or as part of a program of study, does not count.
- Applicants must show they met the minimum income for those nine months. For a single person outside Metro Vancouver the guide sets $26,057 CAD a year, and the amount rises with family size.
- Throughout the process, applicants must keep working full time, in the same occupation, at the same location and for the same employer.
What to do before Wednesday
- If you already meet the requirements: confirm with human resources as soon as possible whether your health authority will support the application, and register before 11:59 pm on October 7.
- If you work for a contractor: this pathway does not reach you. It is worth reviewing other BC PNP options and the federal programs.
- If you are short of nine months: you will not make this window. At the time of writing, British Columbia had not announced another extension.
