What is the BC Provincial Nominee Program?

The British Columbia Provincial Nominee Program (BC PNP) is the province’s economic immigration program. It selects skilled workers and entrepreneurs who can fill labour shortages and support B.C.’s economic priorities. It operates under the 2021 Canada-British Columbia Immigration Agreement: B.C. nominates candidates and the federal government grants permanent residence.

The process has two stages, each with its own timeline:

Stage 1: Provincial nomination (B.C.). B.C. reviews your application and decides whether to nominate you. Provincial processing usually takes 2 to 3 months for a complete application. This timeline is the same for all Skills Immigration candidates, regardless of how they later apply for permanent residence.

Stage 2: Permanent residence (federal, IRCC). Once nominated, you apply to the federal government for permanent residence. Here the timeline depends on your pathway:

• Express Entry pathway: a B.C. nomination adds 600 points to your CRS, which virtually guarantees a federal Invitation to Apply in the next Express Entry round. Federal processing through this pathway takes approximately 5 to 8 months.
• Base pathway (non-Express Entry, paper-based): federal processing takes approximately 11 to 18 months.

Important update: on April 23, 2026, B.C. announced a significant reform of the program. Since then, all 2026 nominations have been channelled exclusively through three priority pillars: Care, Build, and Innovate. The Bachelor’s, Master’s, Doctorate, Entry-Level and Semi-Skilled, and dedicated Technology (Tech) rounds were permanently discontinued. The first rounds under the new rules took place in early May 2026, with no transition period for candidates already registered in the pool.

Time limited opportunity: under the Care pillar, the BC PNP opened registrations on June 15, 2026 for the Temporary Rural/Remote Health Support Initiative, a one time initiative that will nominate up to 250 people already employed by a B.C. health authority in a cleaning or security role in a rural or remote community. Registration closes August 31, 2026 at 11:59 pm. Registration goes through the BC PNP expression of interest system, and the eligibility criteria, including eligible occupations, minimum work history and which communities count as rural or remote, are set out in the Skills Immigration Program Guide in effect since May 28, 2026. Eligibility depends on the specific stream and pillar you apply under. Across most BC PNP streams, candidates must meet these baseline requirements. Applicants must also intend to live and work in British Columbia, be admissible to Canada, and pass medical and security checks.

Why hire an RCIC?

Under Canadian law, only Regulated Canadian Immigration Consultants (RCICs), lawyers, and Québec notaries are authorized to represent applicants before IRCC and provincial immigration authorities. Any other paid representation is unauthorized and puts the application at risk.

A licensed RCIC is accountable to the College of Immigration and Citizenship Consultants (CICC), bound by a strict code of professional conduct, and trained in current immigration law. For BC applications specifically, this means accurate SIRS scoring, correct pillar selection, employer eligibility verification, and timely filing within BC’s 30-day application window.
